Confirm the mandate and each party's responsibilities as part of the quotation.
The commercial description should identify the product: material, intended use, model, quantity and packaging. A description such as “parts” provides little useful detail. A technical data sheet or relevant photographs can clarify these details, but they do not replace commercial documents.
Non-EU imports or movement within the EU?
Importing from a third country is different from moving Union goods between Member States. The European Commission explains that, after release for free circulation, goods can move within the EU market without repeating import customs formalities.[3] For goods in transit or under another procedure, check their customs status separately. Arrival in the EU does not, by itself, mean release for free circulation.
EORI is the unique customs identifier used across the European Union. EU-established operators apply to the customs authority in the Member State where they are established.[2] Check that the number exists and that the company details are consistent before the shipment is due.
What to send for an initial assessment
- The commercial invoice or the available commercial document for a preliminary review.
- A packing list showing packages, pallets, net weight and gross weight.
- The technical description, country of origin and country of dispatch.
- The route, transport mode and estimated arrival date.
- The agreed delivery term and information about freight and insurance.
- Any product-specific documents that have already been identified.
This is a starting list, not a universal clearance checklist. The documents actually needed depend on the goods and transaction; the Commission's guide lists invoices, transport documents, origin evidence, licences and certificates where applicable.[3]
Costs and storage after clearance
Ask for a quote that separates the representation fee from duties and taxes and any transport, handling or waiting costs. A cost estimate does not replace a customs decision, and an estimated clearance time is not guaranteed: the authority may request documentary or physical checks.[3]
